How do teachers find the balance of both allowing for a healthy expression of sexuality while also balancing basic responsibilities of being a "responsible" teacher?

Could you say more about what you mean? Do you mean how do you let girls know that desire on their part is ok? If so, I think I would use literature to open up the discussion. If you mean classroom behavior, it would helpful to have an example.

Any discussion about sexuality based in your discipline is appropriate. In the art room images always provide fodor for questions and discussion. If I keep the questions and responses based in art (my field of expertise) I feel confident that it is appropriate and can justify their educational basis.
Sexual behavior is more subjective because each of us will define what is appropriate differently. Your school will set the tone by its rules of conduct. Specific examples can be discussed with the administration and faculty.
